Yes scratches is a horror game so i guess they chose public domain artwork that were disturbing on purpose as you wrote, I don't think it relates to the story of the game though (painting describes a mythological scene of the titan Cronus or Saturn devouring his children to avoid succession). Actually this painting pops up every now and then in adventures and video games in general, I am certain i played dozen games containing it (can't exactly remember though). It is certainly grotesque and I believe the anime Attack on Titan took inspiration from it
